Mayo Community Forum was set up in 2000 under Better Local Government. It was established by the County Development Board with the main objective of including more community and voluntary people in policy formation.

Community and voluntary groups were asked to register with the County Development Board and were clustered into three thematic working groups - Cultural, Social, and Economic. A local area Forum was set up in each Electoral Area and three Community Reps, nominated by local community groups, were elected from the then 7 electoral areas to make up the first Mayo County Community Forum with 21 Community Reps.

The electoral division of Mayo changed in 2009 from 7 electoral areas to 6.  The term of office of the County Forum coincides with the Local Authority elections and a new County Forum was elected in June ’09 for a term of 5 years.  Mayo County Community Forum now consists of 24 Community Reps; 4 from each of the 6 electoral areas.

The focus initially of the Community Forum was one of consultation in devising a 10 year strategy for County Mayo. Meetings were held so that the County Development Board could get a picture from local groups of "Where we are now" in County Mayo and "Where do we want to go". The ideas and feedback from these local voices formed the basis on which the 10 year integrated strategy “Le Chéile le Neart” was developed.
